摘要 高校图书馆规划是图书馆发展的目标，也是管理的一种手段。通过制定发展规范找出问题，发现不足，不断完善，不断改进。但制定规划一定要有科学的发展观。本文就制定高校图书馆发展规划的十种禁忌进行了论述。

Abstract The universities library plan is the goal of library development, also is one method of management. We can discover the question through establishing the development standard, also we can discover the insufficiency, consummate unceasingly, improve unceasingly. But formulating plan certainly must have the science development view. This article elaborates ten kinds of taboos on the formulation of universities library development plan.

发展规划是事业发展的途径与手段,是科学发展观的一种体现,也是图书馆分阶段发展的依据,更是行动的指南。所以制定发展规划是为了实现规划,不是“规划规划，纸上划划，墙上挂挂”，更不是胡乱制定发展规划。制定图书馆发展规划要有科学的发展观。本文就制定图书馆规划的禁忌从十个方面进行了论述。
